Sail always has precedence over power except when local or national regulations state otherwise.

An engine failure of a seaplane with a yacht in close proximity should be indicated by by flag or arm signal in which case the yacht has to take avoiding action.

On Sydney Harbour the ferries have right ot way over sail by local order. There is a seaplane on Sydney Harbour but I was never made aware that it had right of way over sail. I was the owner and broker at Sydney Boat Sales for 12 years so if there was a regulation re right of way of seaplanes I would have known about it.

Commonsense would dictate that a yacht would avoid any seaplane but unfortunately sometimes commonsense is in short supply.
